In October 1976, members of Beaufort County Council established the Seal Committee, an ad hoc committee charged with the responsibility of selecting a seal for Beaufort County. The Seal Committee was chaired by Mrs. Edith Osmanski, and members of the Committee were Mr. Jim Thomas, Mr. Charles Doughtie, Mrs. Etta Mann and Mr. Fantel.
A contest was held and 126 designs were submitted from as far away as Indiana and Tennessee. Ten designs received honorable mention. The winning entry was awarded to Mr. Lee Payne, a professional artist living on Hilton Head Island. His design depicts the five aspects of life in Beaufort County — the seafood industry, history, natural resources, tradition and architecture. For his design, Mr. Payne was awarded $250.00. He left a legacy of County culture and history which demonstrates the important aspects of life in Beaufort County.
