The J. Mitchell Graham Memorial award is presented by the South Carolina Association of Counties for progress and achievement by a county government in South Carolina. This competition is an effort by the Association of Counties to recognize outstanding accomplishments by county governments in our state.
The award is presented as a tribute to the influence and leadership of the late J. Mitchell Graham, a member of Charleston County Council for 18 years, 10 of those years as Chairman. Mitchell Graham also served as president of the Association of Counties.
